China's oil and gas pipelines are in a period of great leapfrog development. In the next 20-30 years, China's domestic oil and gas pipelines will develop from about 90,000 kilometers to 40-50 kilometers to support China's economic operation. In the next five years, more than 80,000 kilometers of oil and gas pipelines will be built across the country, and this large-scale pipeline construction will bring a series of problems.

The first is the integration of domestic industry resources and regional management.

China's petroleum and petrochemical enterprises have formed a regionally competitive situation of PetroChina, Sinopec and CNOOC. The competitors in the pipeline oil and gas transportation industry include PetroChina, Sinopec, CNOOC, local governments and newly rising private enterprises such as China Gas, China Gas, Xinao Gas, etc. Only within PetroChina, there are pipeline companies, West-East Gas Transmission, Northwest Pipeline, Southwest Pipeline Company, Kunlun Gas and other bureau-level units operating oil and gas pipelines within their respective regional jurisdictions.

Oil and gas transportation is different from oil and gas exploration, development and sales. There should be a macro layout for the national oil and gas pipeline network. It is necessary to unify deployment, coordinate and manage, avoid duplication of construction and waste of manpower and resources. At the centralized intersection of oil and gas pipeline networks in Northeast China, Northwest China, Southwest China, East China and South China, it should be managed by a unified organization, especially the pipeline maintenance system, and resource sharing should be achieved with the construction of the pipeline network.
